Bad. news out of Arizona today. HB2070 passed Senate Rules 7-0 and is headed to the Senate floor for a vote. It has already passed the House.

Senator Quezada asked if the bill was Constitutionally sound because of its tiered access/doughnut hole/black hole specification that would keep the OBCs of adoptees born in Arizona between 1968-January 1, 2022 sealed. The Senate Rules Counsel assured him that tiered access is about maintaining an “expectation of privacy” in adoption whether or not there was any “official” expectation, and that OBC access is a matter of “policy” not a Constitutional issue. Policy? Seriously? Equal protection is a policy issue, devoid of Constitutional merit?
NOTE TO COUNSEL: If it’s about policy, why have Arizona lawmakers changed OBC laws 5 times to regulate who can get their OBCs and when, and are now chomping to add a 6th change?

This horrible bill, was pulled from the jaws of death and is on its way to the Senate floor for a final vote. It has already passed the House. Help us stop passage!
Months ago, the once clean HB 2070 was gutted and corrupted. It no longer addresses the rights and needs of Arizona-born adoptees. The bill
(1) is prospective-only starting in 2022
(2) specifically bars the vast majority of the state’s adoptees–those adopted between 1968-2021– from obtaining the state-held record of their births that belongs to them.
In practical terms, the law cannot be used until 2040 long after any perceived controversy that might surround passage is dead.
This monstrosity has passed in the House, and now the Senate Rules and Senate Health and Human Services Committees with the cooperation of so-called “activists” in the state.–Arizona Heritage. (See Not with a Bang; Not with a Whimper .)

Please contact the Senators below–especially if you are an adoptee born in Arizona or an Arizona resident– and tell them that nothing but full adoptee inclusion, without restrictions, conditions, or timelines, is acceptable.
