Below is the Action Alert posted by Access Connecticut asking for testimony in support of their SH 972. The bill removes date-based restrictions relating to OBC access.

Main points:

  • Currently, only those whose adoptees 18 and over whose adoptions were finalized on or after October 1, 1983, have unrestricted access, upon request, to an uncertified copy of their OBC
  • The bill allows the release of the non-certified OBC to adoptees 18 and over whose adoptions were finalized before October 1, 1983.
  • If the adoptee is deceased, the OBC can be released without restriction to their adult child or grandchild
  • The OBC will marked with notation that it has been superseded by the amended/replacement birth certificate
  • Contains genuine CPF and health form

 

Please follow the instructions for testimony-submission below. Out-of-state testimony is welcome and you are not required to attend the hearing.

We need you to WRITE!

Here’s the deal: every year, we get a new bill number and we have to submit new testimony under that new bill. This year’s bill is Senate Bill 972. We need you to submit new testimony for Senate Bill 972.

Here’s how:

  • Who: Email pdtestimony@cga.ct.govSubject line: Support for S.B. 972
  • Say something like this: Please support and pass S.B. 972.
  • Say why you support it: “I am an adoptee”…”I’m a birth parent”…”I know an adoptee”…”I am related to an adoptee”….or even simply put “I believe all people have a right to information about themselves.” But make sure to identify yourself in the triad if you are in it.

 

  • Extra credit: Elaborate with a few more sentences or if you’d like more ideas, choose one or more points from our Position Statement or you can review all our newsletters we’ve been sending the legislature this year. If you have a DNA story, mention it! DNA is helping our cause because its making unsealing records the most private option.

 

  • Complete by Thursday March 14. Our hearing is the next day on Friday March 15 so we need all testimonies by Thursday.

 

Please CC us at info@accessconnecticut.org (or forward us a copy of your testimony after you send it). This will help us make sure all testimonies get onto legislators’ desks. We’re working closely with the committee clerk to do so.
