The New York Adoptee Rights Coalition
For adoptees born outside of New York, but adopted in the state:
We received an email from one of our contacts within the NYSDOH – New York State Health Department.
For those born outside of but adopted within NY: The DOH is finalizing forms and instructions for out of state births where the adoption took place in New York State. We, along with the NYSDOH, appreciate your patience. We expect to have this process sent to us as soon as it is finalized.
As of February 24th, NYS received 7,224 (!!!) applications and 1,908 (!!!) of those had been fulfilled. Additionally, those numbers DO include some direct descendant applications but no specific stats were given in that regard. Please realize those numbers increase daily.
We have received no updated information from the NYC Department of Health and Mental Hygiene. As of February 1st, they estimated it had received approximately 1,750 applications, but did not give numbers as to how many of them had been fulfilled.
Those numbers are enormous and NYARC thanks both the NYS DOH and NYC Department of Health and Mental Hygiene as well as the adoption registry staff. These numbers and the response time are absolutely historic.
Hang tight. The process is working really, really well.

Capitol Coalition for Adoptee Rights
Bastard Nation is happy to welcome the American Adoption Congress to the Capitol Coalition for Adoptee Rights.The AAC joins Bastard Nation, Maryland Adoptee Rights, and the Adoptee Rights Law Center. in the battle to restore adoptee rights in Maryland, the District of Columbia, and Virginia. The AAC was invaluable in restoring records access in New York.
“We are very pleased today to join the Capitol Coalition for Adoptee Rights in order to restore adoptee equality in Maryland, Virginia and Washington D.C.,” said Tim Monti-Wohlpart, the AAC’s National Legislative Chair and New York State Representative. “Our collective efforts are a human and civil rights imperative which are appropriate for every square inch of the United States. In that spirit we continue, along with our partners, and proudly look forward to continued success in the U.S. Capitol region.”
New Rhode Island bill
In 2012 Rhode Island became the 6th state to restore OBC access to its adopted adults. Unfortunately, the bill limited access to those 25 years of age and older. That may change soon. Last week the RI Senate dropped S2692, a bill to lower the age to 18. Read the bill here. A House bill should be in the hopper soon.
Louisiana
Louisiana became the 9th state this session to introduce a bill . HB172, to allow the use of baby boxes aka “newborn safety devices” that encourages women to anonymously and “safely” drop “unwanted newborns” in a box in a wall at hospitals, fire stations or other secure but obscure areas.attached to them. Currently, Indiana has 21 boxes with 6 catches with many more boxes to come, and Ohio, 3 with no reported catches.. A bill also passed in Pennsylvania, but none have been installed.
